Susan Bartlett
Foote is a Professor in the
Division of Health Policy and Management.
She was division head from 1999-2005. Her
research has focused on the influences of
public policies on health care services,
with a particular emphasis on innovation in
medical technology. She is the author of
Managing the Medical Arms Race: Innovation
and Public Policy in the Medical Device
Industry as well as numerous articles on
technology policy. Prior to her arrival at
Minnesota in 1999, she was a professor of
business and public policy at the Haas
School of Business at the University of
California, Berkeley. From 1990-1994, she
was a Robert Wood Johnson Health Policy
Fellow and Senior Legislative Analyst in the
office of Senator Dave Durenberger of
Minnesota. She was a consultant on health
policy issues in Washington, D.C. from
1995-1999. She is Director of the Medical
Technology Leadership Forum at the School of
Public Health, and serves on the CMS’
Medicare Coverage Advisory Committee.Teaches
