REBALANCING LONG-TERM CARE SERVICES
From October 2004 to August 2008, Rosalie Kane has directed a multi-faceted research project, which was mandated by Congress (see authorization language) to increase understanding of how States effectively manage long-term care and long-term support programs for all populations needing help so as to shift their financial resources from institutional to community care and to offer as many people as possible a choice of home and community based services. The States of Arkansas, Florida, Minnesota, New Mexico, Pennsylvania, Texas, Vermont, and Washington are participating in this collaborative study. See brochure describing the project.

Besides the final report, three general types of products were developed: state-specific case studies done at several points in time; cross-cutting topic papers drawing information from more than one State; and quantitative Chartbooks that study expenditure patterns largely relying on national data. All project products are now available online.
